Senior Engineer
With over a decade of experience in municipal and utility operations combined with a background in consulting since 1996, Jim has an extensive background in collections, distributions, water treatment plants, wastewater treatment plants, municipal separate storm sewer systems (MS4), parks, solid waste, strategic planning, and budgeting. He has served in several roles, including City Engineer, Chief Engineer, and Public Works Director since 2009. His responsibilities have included managing and designing capital improvement projects (CIP), maintenance, plant operations, obtaining permits, ensuring compliance with regulations such as MSGP, NPDES, BMAP, and MS4, overseeing CUP, conducting facility inspections, managing budgets, preparing RFP documents, handling bidding and construction administration, as well as overseeing consultant and contractor management.

Fun Facts

Jim enjoys tinkering. He recently spent about 1.5 hours fixing a WWTF grit system. He drained the water from the vacuum assist pump, and then cleared the check valve of debris so that it could prime again and got the grit system back online.
