Mosquito Lagoon Reasonable Assurance Plan

The RAP accelerated restoration of the Mosquito Lagoon by as much as 20 years and involved over 40 stakeholder groups. Implementation of the RAP is well ahead of schedule, with all projects to date receiving grant funding. Stakeholders began water body restoration efforts by contracting Jones Edmunds to develop a Reasonable Assurance Plan before and in lieu of these otherwise eventual actions by the Federal Department of Environmental Protection. The County’s and stakeholders’ efforts resulted in greater confidence in restoration/preservation efforts required, more control over the process, and an accelerated schedule for becoming eligible for grant funding for implementation projects.

Description:

Jones Edmunds (with Janicki Environmental) provided stakeholder involvement; developed a watershed model and plan; assessed water quality and biological conditions, estuarine response analysis, target setting, and pollutant load reduction requirements; and performed an alternatives analysis. We evaluated 14 projects – including septic-to-sewer projects – to determine the most cost-effective means of meeting the pollutant load reduction goals. The implementation projects are projected to decrease the average annual total nitrogen loading by more than 30,000 pounds.
